Surrey’s Climate Change Strategy sets out the county-wide commitment to achieving net zero carbon emissions by 2050 through innovation, behaviour change and investment. A number of interim ambitions and targets have been set – a county-wide EV Strategy by 2021; 1.2 million trees planted by 2030; a 66% emissions reduction in the domestic housing sector by 2035 – but what are the strategic and practical steps required for planning and development? How can net zero be achieved without major changes to national policy? And how do public and private sectors best collaborate to deliver the zero carbon agenda?
