Surrey’s Climate Change Strategy sets out the county-wide commitment to achieving net zero carbon emissions by 2050 through innovation, behaviour change and investment. A number of interim ambitions and targets have been set – a county-wide EV Strategy by 2021; 1.2 million trees planted by 2030; a 66% emissions reduction in the domestic housing sector by 2035 – but what are the strategic and practical steps required for planning and development? And how can net zero be achieved without major changes to national policy?
